Design Advisory Panel Meeting 12/9/09 at 7:30 p.m.


The next Design Advisory Panel meeting will be Wednesday, December 9, 2009 at 7:30 pm at the County’s offices, 8930 Stanford Boulevard, Columbia 21045. The Design Advisory Panel will review two projects at that meeting: the Savage Fire Station plans and the Laurel Park Station plans. The meeting is open to the public. The Design Advisory Panel Rules of Procedure state that participation by members of the public is limited to submission of comments in writing on design issues in advance of the Design Advisory Panel meeting.

With the holiday season upon us, thoughts of gifts are on the minds of many. This year, consider giving the greatest gift of all – the gift of life.

Building on its Summer of Service partnership with the American Red Cross, Howard County Government is sponsoring a special Iron Heart Blood Drive at the Florence Bain Senior Center in Columbia on December 21 from 10 a.m. to 5 p.m.

Although all blood drives provide great opportunities to give blood, this one is special because you’ll have the chance to meet an incredible young man whose story of survival wouldn’t be possible without donors like you. Shortly after finishing high school in the summer of 2004, Brian Boyle – a.k.a. “Iron Heart” – was in a near-fatal traffic accident. After dying on the operating table eight times and receiving 36 blood transfusions later, he pulled through and by 2007 completed his first Ironman Triathlon. He has since completed several more and is currently a spokesperson for the Red Cross and a Nike/Livestrong athlete.

Howard County police preparing for safe holiday season
Increased patrols aimed at crime prevention

As the holiday shopping season begins, Howard County police are increasing the police presence at local businesses. Officers will be patrolling in cars, on foot and on bicycles, both in uniform and in plainclothes, from Thanksgiving through New Year’s Day.

The increased police presence aims to deter robberies, shoplifting, theft and associated crimes. Officers will also focus on parking violations, including fire lane parking violations and improper use of handicapped parking.

This holiday season, police will be aggressively enforcing traffic laws with attention to impaired driving, speeding and violations of seat belt and child safety seat laws. To combat holiday drinking and driving, police will be conducting numerous DUI saturation patrols throughout the next month. Police will also be paying special attention to underage drinking, which increases during the holidays when students are on winter break.

County residents are advised to be more careful, prepared and alert during the holiday season. McGruff the Crime Dog who will be visiting local shopping centers to share crime prevention messages, including the following tips.

• When shopping, travel with a group or in pairs, and schedule shopping trips during the day.
• Stay alert, especially when carrying packages or walking on a parking lot or in a garage.
• Avoid carrying too many packages, and leave one hand free to access keys or a phone quickly.
• Park in a well-lighted parking space, and select an area where there are other cars and foot traffic.
• Don’t leave cell phones, purses or other valuables in a parked car – especially in plain view.
• When loading packages into the car, use the trunk instead of the back seat, or make an extra trip home in between shopping trips to unload packages.
• Beware of strangers approaching you unsolicited. If you feel uncomfortable, walk in another direction. It possible, walk back toward the store or toward another person.
• Shop only with reputable online retailers that offer secure transactions.
• If you are expecting a delivery, ask a neighbor to bring the packages inside if you will not be home.
• When the holidays are over, don’t put boxes for electronics or valuables in plain view on garbage
day. Collapse boxes, and hide them in a dark garbage bag to prevent becoming a victim of a break in.

Howard County drivers advised to Click It or Ticket
Holiday seat belt enforcement being conducted

Howard County police today begin a seat belt enforcement effort that will span through the Thanksgiving holiday, ending on Nov. 29. Click It or Ticket is an education and enforcement campaign designed to raise awareness about the lifesaving and injury-reducing benefits of seat belt use. When used correctly, lap and shoulder belts reduce the risk of fatal or serious injury to front seat passengers by 45 to 55percent, according to the National Highway Traffic Safety Administration.

So far this year, there have been 17 fatal crashes in the county, resulting in 19 deaths. Five of those who died were not wearing seat belts. The Howard County Police Department has asked all officers to place special focus on seat belt and child safety seat enforcement efforts during the coming weeks. The department will be conducting periodic seat belt and child safety seat checkpoints and inspections throughout the county.

Maryland is one of 16 states with seat belt compliance of 90 percent of more. Maryland drivers buckled up 93.3 percent of the time last year. A Howard County study conducted this year showed even higher compliance at 96 percent.

Click It or Ticket has traditionally featured a one-month enforcement push during the spring. During this spring’s effort, Howard County officers issued 3,578 citations for seat belt and child passenger restraint violations.

The campaign has expanded to include additional waves of heightened enforcement throughout the year, such as this holiday enforcement effort.

Howard County police ask everyone to always buckle up and make seat belt use a habit for life.

Police offering behind-the-wheel Collision Avoidance Training for teens

Howard County police are offering a new program for teen drivers who could benefit from more specialized experience on the road. Collision Avoidance Training, taught by law enforcement officers and adapted from police training, will prepare teens for various road hazards and driving conditions. The program consists of a four-hour classroom session and an eight-hour practical lesson for behind-the-wheel experience. The training features exercises in evasive maneuvers, emergency braking, cornering, backing, skid recovery, steering, acceleration and more. Participants must possess a driver’s license and bring a vehicle to drive for the practical portion. The inaugural class – the first to be offered in the state -- will be held Friday, Nov. 13, from 6-10 p.m. and Saturday, Nov. 14, from 8 a.m.-4p.m. at the James N. Robey Public Safety Training Center, 2200 Scott Wheeler Drive, Marriottsville. The class costs $195. Space is limited. For more information or to sign up, call 410-313-3750.

A Message from the Governor
Honoring Our Veterans

This week as we recognize Veterans Day, we pause to honor those brave soldiers who have defended our nation throughout history. Tomorrow, I'll share the holiday first with area educators who will be receiving training on the unique needs of military children, particularly those whose parents are deployed on active duty. Later, I'll join my wife Katie where she will accept letters of gratitude from over 300 students to be sent to military veterans and their families as part of "Operation Appreciation." Students from around the state will write letters of appreciation to our nation's veterans.

Our nation is built upon the generations of brave men and women who squared their shoulders against the forces of fear and tyranny so that we could continue to enjoy the blessings of this nation and our way of life.

Just as these veterans have always been there for us – through times of turmoil and tranquility, through famine, flood and war – we as a people are committed to being there for them. Last year, we signed into law legislation that ensures that Maryland's veterans receive the reintegration services they deserve. In addition to providing crisis services and better behavioral benefits for our veterans, this legislation helps those veterans obtain access to mental health services upon their return home from deployment.

Currently, more than 370 troops from Maryland remain active in Iraq and Afghanistan. They are husbands and wives, parents and friends. To those currently serving, and to the veterans of America: Thank you.

Little Patuxent Parallel Sewer Interceptor
Construction Continues


ELLICOTT CITY, MD – A Howard County construction project to replace aging sewer main in the vicinity of Vollmerhausen Road and Savage Guilford Road in the Savage/Huntington East area, is scheduled to begin on or about Monday, September 14. The project will include construction of more than 3,600 linear feet of sanitary sewer main. Weather permitting, the project should be completed by late December 2010.

During the project, Vollmerhausen Road will be subject to a brief closure while pipe is installed. Flagging operations will be in place to direct traffic as needed, and signs will be posted to guide motorists.

This project will require the use of underground explosives. Small, controlled blasts will be used to fracture rock encountered in the sanitary sewer trench during excavation. All planned blasts will be posted and monitored per Code of Maryland Regulations (COMAR) and Howard County regulations. Homeowners within the impacted areas will be notified in advance by the contractor of planned blasts.

Police continue to utilize reverse prostitution operations
13 men arrested in Jessup

Howard County police are continuing to utilize reverse prostitution operations with success. The most recent undercover effort resulted in 13 men being charged with solicitation of prostitution in Jessup.

Detectives and female officers worked to identify suspects soliciting prostitutes along U.S. 1 in Jessup on Oct. 31. Female officers in plain clothes worked undercover in areas targeted by citizen complaints to determine whether they would be approached and offered money for sex.

Suspects who approached the female officers and made such offers were arrested.
The following suspects, listed in alphabetical order, were arrested and charged with solicitation of prostitution:

• Nicanor Claure, 36, of Arlington
• Frank Kennedy Halley III, 55, of Crofton
• Mohamed Kanu, 41, of Laurel

Howard County Police Prepare for Safe Halloween

Howard County police will be out in force Halloween weekend to help ensure a safe and fun holiday for residents. Officers will target residential neighborhoods to be visible to citizens and make sure children stay safe. They also will be alert for vandalism, theft and destruction of property.

Officers will conduct speed enforcement activities and be on the lookout for drunk or impaired drivers.

In an effort to prepare for a safe Halloween, the Howard County Police Department offers the following tips to parents and children:

• Encourage children to trick-or-treat before dark. After dark, an adult chaperone should carry a flashlight and choose well-lighted streets.

• Wear costumes that are short, snug and flame retardant. Flowing sleeves, capes and skirts can cause children to trip and can catch fire if they brush against candle flames. Also be sure to wear light colors or reflective tape.

• Avoid masks that can obstruct vision. Use face paint instead or make sure mask eye holes are wide enough.

• Discourage the use of fake knives, guns and swords, as they may result in aggressive behavior. If these types of props are used, be sure they are made of flexible materials such as foam or rubber.

• Stay in groups while trick-or-treating and make sure young children always are accompanied by adults.

• Teach children that they should NEVER go into a stranger’s home or car.

• Eat dinner before trick-or-treating to prevent the urge to eat treats before they have been inspected by parents. Never eat treats that have been opened.

• Leave porch or other outside lights on to make clear that trick-or-treaters are welcome.

Police investigating recent spate of residential burglaries

Tips leading to an arrest could earn up to $500

Howard County police are investigating a recent spate of residential burglaries throughout the county. Police have identified 27 residential burglaries in the past month that fit into several patterns, primarily targeting single family homes. Although the number of cases has risen in recent weeks, the county has seen a 21 percent drop overall in burglaries year-to-date compared to 2008.

Police are asking county residents to be vigilant and alert. Anyone who observes suspicious people or activities is asked to call police. Common suspicious activities include:
• A person knocking on a residential door and then leaving the area after the door is answered
• A person standing in front of an unoccupied home
• Commercial vans or trucks parked in the driveway of an unoccupied home
• Unfamiliar vehicles parked in a neighborhood, especially if they are occupied
• Vehicles moving slowly through a neighborhood with no headlights and no deliberate path
• Unusual noises, such as glass breaking or dogs barking
• A person carrying items of value or loading them into a vehicle

When reporting suspicious people or activities to police, it is helpful to note:
• A description of the vehicle, including tag number, make, model and color
• The exact location of the suspicious person or activity
• The suspicious person or vehicle’s direction of travel
• A description of the person, including gender, race, age, height, weight, hair color, clothing and distinguishing features

Citizens are encouraged to be proactive and take steps to make their homes less desirable targets for burglars.
• Make your home look and sound occupied. If you have a spare car, park it in the driveway instead of the garage. Leave lamps or a television on when you are not home.
• If you will be away from home for several days, ask a neighbor to collect mail and newspapers.
• Always secure windows and doors. Consider installing a deadbolt on your front door and a Charley bar on your sliding glass door.
• Don’t open your door to any unsolicited repairmen, deliverymen or salesmen.

Police are offering a reward of up to $500 for information leading to an arrest of a burglary suspect. Anyone with information should call 410-313-3200. Callers may remain anonymous.

Unfortunately, parks and recreation staff would not be able to set up the equipment, nor would it be safe for skaters to participate in the rain.

Legislation Proposed for Maintenance of Cable Equipment

Good afternoon,
I am pleased to announce legislation that I believe will address concerns that many of you have raised about your experience with some of our local cable companies. The concerns we have heard include a lack of responsiveness generally, and the inability to get some companies to repair and maintain their property in a responsive and timely manner.

Council Bill 60-2009 would require companies which operate cable franchises in Howard County to maintain their equipment in a way that causes minimal interference with property owners. It would require companies to ensure that cabinets are properly secured and bolted and that temporary lines be buried within 15 days of installation. If a cable company needs an extension, it would have to notify in writing the impacted home or business owner if an extension is requested. One crucial part of this legislation is it allows the Cable Administrator to impose civil penalties for violations of the Howard County Cable Television Systems Franchise Act.

C.E.R.T is a program designed educate local residents about disaster preparedness for hazards and emergencies –both natural and man-made that may strike their local area.

The goal of C.E.R.T in Howard County is to train residents in basic disaster response skills such as light fire suppression, team organization, disaster medical operations and household utility control.

Update: 10/7/09 - I was the sole representation of Savage at this very important discussion last evening regarding emergency preparations for our neighborhood in the event of a natural or man made emergency. I was very impressed with the collaboration between departments and plan to gather more information to share with my neighbors.

Please ask yourself, what am I doing to prepare my family and my neighborhood for an emergency. It is the responsibility of community associations to coordinate these types of forums to provide this information to citizens and it is the responsibility of citizens to prepare. Howard County police to conduct sobriety checkpoint

The Howard County Police Department will conduct a sobriety checkpoint at an undisclosed location this week to promote awareness and reduce the number of alcohol-impaired drivers on the roads.

The checkpoint will be clearly marked with signs, lights and uniformed officers. Officers will be checking for violations including driving under the influence of alcohol, failure to use seat belts and failure to use child safety seats.

The department conducts several checkpoints throughout the year, in addition to utilizing special enforcement details specifically targeting drunken and drugged drivers. Last year in Howard County, alcohol was a factor in eight fatal collisions, and 1,296 people were arrested for driving under the influence or driving while intoxicated.

By promoting awareness about the dangers of drinking and driving, police hope to reduce the number of drivers under the influence and related collisions and injuries. Police remind citizens to always designate a sober driver or refrain from drinking alcohol if they will be driving.

Highlights of Informal Meeting - Vollmerhausen and Guilford Road Changes


Subject: Rt 1 and Vollmerhausen
Submitted by: Mrs. Pitts, a Savage resident who attended a recent meeting on the topic.

We hope some of you went up to Bollman Elem. School to look at the proposed improvements to Guilford Rd. If you didn't get there here's the highlights:

Guilford Rd will be widened and eventually there will be sidewalks all the way to Rt 1 from Guilford/Oakland Mills Rd. Guilford Rd west: The hill and curve that is on your left as you sit at end of Vollmerhausen Rd will be graded and straightened so it's not so dangerous to get out of Vollmerhausen Rd onto Guilford. The grading for the hill/curve is budgeted and should be done in a year. There will be a TRAFFIC LIGHT at Vollmerhausen & Guilford Rd -- at last! Sidewalks will take a bit longer because engineers will have to get residents' approval to grade land to put in sidewalks.

Public Meeting re: Laurel Park Raceway

An article in Friday's Washington Post (Metro section) owners of Laurel Park Raceway are looking to build on 64 acres, 775 homes in the area near the entrance to the track off of Rt 1. There is a huge parking lot ( in the area behind the strip mall on Rt 1 north, across from McDonalds) that would be part of this development. This proposal calls for residential units (apts and some townhouses) with some commercial space. There will be a public meeting hosted by Magna's parent company, MI Developments of Ontario, on 7 Oct at the Savage Library (no time indicated, but these sort of meetings are usually at 7 p.m.)

New Tool for Community Groups to Keep Up with Planning and Zoning


Electronic Community Registration: This tool expands public notice about pre-submission community meetings and allows community organizations and homeowners associations to request notification about proposed developments in their communities. This web mapping tool was developed in partnership with the County’s GIS Division.

Police continue to utilize reverse prostitution operations

Howard County police are continuing to utilize reverse prostitution operations with success. The most recent undercover effort resulted in 19 men being charged with solicitation of prostitution in Laurel.

Detectives and female officers worked to identify suspects soliciting prostitutes along U.S. 1 in Laurel Oct. 2. Female officers in plain clothes worked undercover in areas targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested.

The following suspects were arrested and charged with solicitation of prostitution:
-Patrick Lloyd Nelson, 54, of Washington D.C.
-Stefan Stan, 31, of Hyattsville, Md.
-Roman Dan Gruia, 27, of Tacoma, Md.
-Riguelme De Jesus Rios-Umana, 30, of Laurel, Md.
-Jeffery Allen Sopher , 37, of Marbury, Md.
-Keith Thomas Wrightson, 32, of Worchester, Mass.
-Christopher Edward Capuano, 48, of Centerville, Md.
-Troy Danley, 46, of Conyes, Ga.
-Michael Allen Clark, 46, of Elkridge, Md.
-Michael Edward Marshall, 55, of Laurel, Md.
-Jose Noe Herrera, 26, of Silver Spring, Md.
-Jorge Perez Monteros, 31, of College Park, Md. (Also charged for being in possession of false identification.)
-Jose Luis Muniz-Ramirez, 30, of Manassas, Va.
-Thomas Edward Kindrock, 56, of Laurel, Md.

9-17-2009 This is it. The Maryland Transportation Secretary is the top person in the State of Maryland under the Governor that can make changes to Route 32. Please be there! We need to show a force of people so they know we are serious. I want the turn out to be larger then our July Meeting. Bring your entire family and your neighbors.

Secretary Beverley K. Swaim-Staley will be hosting this meeting which discus’s the Howard County Transportation Plan. This plan describes what the State will be doing in Howard County over the next Year. This obviously Includes Route 32.

Governor Martin O’Malley appointed Beverley K. Swaim-Staley as Secretary of the Maryland Department of Transportation (MDOT) in September 2009. As Secretary, Ms. Swaim-Staley oversees the Maryland Department of Transportation, which includes five modal administrations with 9,000 employees and a $3.8 billion annual budget, and the Maryland Transportation Authority. The Secretary is responsible for the operations of the Maryland State Highway Administration, the Maryland Transit Administration, the Motor Vehicle Administration, the Maryland Port Administration, and the Maryland Aviation Administration. Ms. Swaim-Staley also serves as Chairman of the Maryland Transportation Authority, Chairman of the Maryland Port Commission and Chairman of the Maryland Aviation Commission.

Detectives and female officers worked to identify suspects soliciting prostitutes along U.S. 1 near Assateague Drive on a recent Friday. Female officers in plain clothes stood in areas targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested.

The following suspects were arrested and charged with solicitation of prostitution:

• Everardo Castillo-Esrada, 46, of Riverdale
• Jose Arturo Franco Cruz, 37, of Silver Spring
• Joseph Leroy Emerson, 40, of Glen Burnie
• Byron Estuardo Espana-Reyes, 25, of Columbia
• David Earl Faulkner, 31, of Baltimore
• Adam Gonzalez-Gonzalez, 39, of Beltsville
• Gonzalo Jhonny Gozman-Aranibar, 34, of Germantown
• Jaun Eleazar Herrera-Romero, 21, of Montgomery Village
• William Maurice Holland, 43, of Elkridge
• Angel Macardio, 18, of Columbia
• Ahamat Maumine, 27, of Silver Spring
• Christopher Armstrong Tolley, 38, of Laurel
• Carlos Santiago Vera, 36, of Ashburn (also charged with resisting arrest)
• Roy Anthony Walley, 31, of Baltimore

Howard County Holds H1N1 and the Seasonal Flu Town Hall Meeting – What You Need to Know

ELLICOTT CITY, MD – Howard County Executive Ken Ulman and Dr. Peter Beilenson, Howard County’s Health Officer, will hold a town hall meeting to provide the public with the most up-to-date information about seasonal flu and H1N1 (commonly called “Swine Flu”). Dr. Beilenson will talk about the County’s plan to protect the public, explain the difference between the seasonal flu and H1N1, talk about who should be inoculated, and how to curb the spread of the virus. Representatives from the Howard County School System, Howard County General Hospital, Howard Community College, and the County’s Office of Emergency Management will be available following Dr. Beilenson’s presentation to answer questions.
